    • What Must Be Governed: 3-7 items that can no longer be left to intention.

    Readiness rules

    • Tier 1: 45 minutes. Stabilize recognition and install the smallest viable cadence.
    • Tier 2: 75 minutes. Name one condition, constrain governance, install calendar.
    • Tier 3: 90 minutes. Install return cadence and trigger codification lane when ready.

    Stages 5-6: Governance

    • Return System Recommendation: weekly review, monthly return, and ownership.
    • Next Step: 72 hours, 14 days, next return, 30/90 checkpoints.
    • If return cannot be owned, reduce scope until ownership becomes possible.
